Man sentenced to two life terms in prison for attempted murder and sexual torture

Today, Raul Mariano Del Toro, 52, pleaded guilty to Attempted Murder and Sexual Torture and was sentenced to two life sentences.  The charges stemmed from an April, 2011 incident, during which Del Toro held a woman inside an Andalusia residence against her will and terrorized her all night long.  During the night, he repeatedly told her that he was going to kill her, and early the next morning, he forced her into a vehicle at gunpoint.  While driving down East Three Notch Street in Andalusia, the victim grabbed the steering wheel, and Del Toro fired four rounds, three of which struck the victim.  He then abandoned her and the vehicle near Dairy Queen but was found that evening after an extensive manhunt.  The case was investigated by the Andalusia Police Department.

Governor Robert Bentley recently proclaimed May 12-18 as Prevention Week in Alabama, coinciding with the National Prevention Week observance. Sponsored by the Substance Abuse and Mental Health Services Administration, NPW is dedicated to increasing awareness of, and action around, substance abuse and mental health issues. It serves to promote prevention efforts, provide education about behavioral health and strengthen community partnerships.

This year's theme, "Your voice. Your choice. Make a difference.," emphasizes that the prevention of substance abuse and promotion of mental health starts with the choices people make in their own lives.

Dr. Maranda Brown, director of the Office of Prevention Services in ADMH’s Division of Mental Health & Substance Abuse Services, says, “The Office of Prevention Services is extremely excited to celebrate the 2nd annual NPW observance.

ANDALUSIA, AL (WSFA)- What started out as a bomb threat in Andalusia has spread to a three-county explosives investigation. WSFA 12 News exclusively confirmed through authorities that what was previously three separate investigations are actually part of one large case.

Two persons of interest in connection with the case were detained in Houston County, according to authorities. Their investigation led them to a home on County Road 723 in Coffee County. "The information that we received was that the parties were from Coffee County," said Chief Deputy Ronnie Whitworth of Coffee County. "We came here and then after we got to the location and so forth, the parties had left and went toward Dothan."

No explosives were found at the home, but investigators did gather other information.

ANDALUSIA SHUTS DOWN OVER THREAT

Andalusia Mayor proposes sales tax increase

ANDALUSIA, AL (WSFA)- Andalusia Mayor Earl Johnson is proposing an increase in the city's sales tax from 2% to 3.5%, which would bring  the total sales tax consumers pay in the city to 9.5%. The money would be used for infrastructure improvements, education and retiring debt.

The city received at $8.6 million ATRIP grant for improvements to South Three Notch Street, but has to come up with $2.5 million in matching funds. The mayor believes the sales tax increase is the best way to raise the revenue.

"We could borrow the money which would add to our indebtedness or raise the sales tax to the state's average, which would enable us to raise the money as we go, and allow us to start paying our debt down, which I think is a win, win for everyone," Johnson said.
